Once you purchase a tag, it is
rather simple to transfer. The buyer pays for all fees
associated with the transfer, which run on average $50 to $60.
Both the seller and the buyer will have to meet at the Division of
Motor Vehicles (either Georgetown or Dover) and have with them the
following:
